CapacityOS

One system for the full life of a training programme — planning and scheduling, attendance and per diem, e-learning courses and assessments, certificates, procurement and donor reporting — built for Ghanaian institutions and enterprises, aligned to Ghanaian law from the first screen.

01 · Executive summary

Three problems, one system

Institutions run dozens of trainings a year, and the same three failures repeat: attendance and per diem cannot be reconciled, learning happens but is never tracked or certified, and reports for donors and auditors take weeks to assemble. CapacityOS closes all three.

Operations

Run the training

Programmes, sessions, halls, facilitators, attendees, vendors, budgets and per diem — every record connected, every session on one calendar, attendance tied to payment.

Learning & courses

Deliver the learning

A full learning management module: e-learning courses with video, documents and quizzes, structured learning paths, a gradebook, certifications with expiry and recertification, and points and badges that lift completion rates.

Compliance

Prove it to anyone

PPA procurement gate, GIFMIS journal export, tamper-evident audit log, per-diem policies anchored to MoF circulars, and QR-verifiable certificates. Reports that used to take a week take minutes.

03 · What the system does

Modules

Every module is switchable per client — a ministry can run the full compliance stack while a corporate academy turns on only what it needs.

Training operations
Programmes & sessions

Every programme carries its funder, budget, region, delivery mode (in-country, abroad, hybrid, virtual) and PPA reference. Sessions link a hall, facilitator, date and attendance register.

Calendar

Month and week views of every session, colour-coded by programme, filtered by hall or facilitator to catch clashes before they happen.

Attendees & check-in

Bulk import, staff IDs, dietary needs, per-diem eligibility with per-person rates. Check-in by QR scan, signed sheet or roll call.

Halls & vendors

Venue management with photos and capacity; vendor directory with a document vault — business registration, TIN, tax clearance, PPA certificate — required before large procurements.

Per diem engine

Location-based rate cards anchored to MoF/CAGD circulars. Payment is tied to verified attendance; mismatches are flagged for audit before money moves.

Facilitators

Facilitators, resource persons and interpreters with rates, payment references and ratings across engagements.

Learning & courses
Course builder

Author courses from modules and lessons — text, video, documents, SCORM/xAPI packages and file-submission assignments — with auto-graded quizzes and pass marks.

Learning paths

Ordered curricula. Assign a path and the learner is enrolled into every course in sequence, with a completion deadline and overdue tracking for mandatory training.

Gradebook

Every learner and every course: lesson progress, quiz scores, pass/fail and completion dates, exportable for HR and audit.

Certifications

Time-bound competency records with validity windows. The register shows valid, expiring and expired at a glance; one click re-enrols the holder to recertify.

Achievements

Points, badges and a leaderboard, awarded automatically on completions, perfect scores and finished paths — friendly competition that measurably lifts completion.

Certificates with QR verification

Issued automatically on completion, individually numbered, publicly verifiable by scanning the QR code — fake certificates fail instantly.

The learner's own home

Staff sign in to My learning: recent course activity, personal overview, what is on today, and a "don't miss" list — expiring certifications, overdue mandatory paths, unread replies, sessions this month.

My training catalogue

Everything assigned to a learner plus the open catalogue, grouped by category and sortable by name, progress, duration or deadline. Each card shows start, percent complete or completed, and flags mandatory and overdue courses.

Discussions

Threaded discussion per course, cohort or open forum — searchable, sortable by activity date, with pinned answers from the Training Directorate. Facilitators answer once and every learner sees it.

Groups & communities of practice

Cohorts, departments and regional groups carry their own announcements and discussions. Some are joined on request, others are automatic for all staff.

Learner profile, badges & wallet

One page for a learner's details, the badges they hold and the ones still to earn, their leaderboard rank, and every certificate with its validity state — self-service, no HR request needed.

Multi-branch access

An account can hold access to several branches: the learner picks one at sign-in and switches from the account menu. Records tagged to other branches stay hidden.

Finance, governance & reporting
Budget & expenditure

Budget versus actual per programme, spend by category and funder, vendor procurement approvals with a full trail.

GIFMIS journal export

Balanced journal vouchers in the CAGD seven-segment chart of accounts, exportable as CSV for batch import or a printable voucher.

Donor & audit reporting

Donor reports, attendance verification packs, per-diem reconciliation and compliance registers generated from live data.

Audit log

Every state-changing action recorded with actor, role and timestamp in a tamper-evident chain. A dedicated read-only Auditor role with one-click export.

Users, roles & privileges

Eight staff roles with a permissions matrix enforced in three places — the menu hides it, the page refuses it, the data layer rejects the write. Privileges are adjustable per user, the Auditor role is read-only, and scoped roles (a facilitator's own sessions, a line manager's own department) see only their slice. Two-factor authentication, self-service and administrator-forced password reset. Training attendees are participant records, never accounts — only staff who use the system hold credentials.

Integrations

Staff and student ID verification against your HR or student records system, MoMo (MTN, Telecel, AirtelTigo), GhIPSS, Azure AD single sign-on, SMS and email notifications, GRA VAT and withholding tax.
